மத்திய அரசு ஊழியர்களுக்கான ஊதியத்தை திருத்தி அமைப்பதற்காக உருவாக்கப்பட்ட ஏழாவது ஊதியக் குழு, 23.55 சதம் உயர்வு வழங்குவதற்கான பரிந்துரைகளை இன்று மத்திய அரசிடம் அளித்தது. 

நாடு முழுவதும் உள்ள மத்திய அரசு ஊழியர்கள் மற்றும் ஓய்வதியர்களின் ஓய்வூதியத்தை மாற்றியமைக்க, நீதிபதி ஏ.கே.மாத்தூர் தலைமையிலான 7-வது ஊதிய பரிந்துரைக் குழுவை, முந்தைய காங்கிரஸ் தலைமையிலான ஐக்கிய முற்போக்குக் கூட்டணி அரசு கடந்த ஆண்டு பிப்ரவரி மாதம் நியமித்தது.

இந்தக் குழு, தனது பரிந்துரைகளை இன்று மத்திய நிதி அமைச்சர் அருண் ஜேட்லியிடம் சமர்பித்தது.

பரிந்துரைகள் விவரம்

• அரசு ஊழியர்களுக்கான ஊதியம் மற்றும் படிகள் 23.55 சதமாக உயர்த்தப்படும்
• இந்த ஊதிய உயர்வுகள் ஜனவரி 2016 முதல் அமல்படுத்தப்படும்
• குறைந்தபட்ச மாத ஊதியம் ரூ. 18,000 ஆக இருக்கும், அதிகபட்ச ஊதியமாக ரூ. 2.25 லட்சமாக இருக்கும்
• ஆண்டுதோறும் 3 சத ஊதிய உயர்வு வழங்கப்படும்
• ஓய்வூதியர்களுக்கு 24 சத உயர்வு வழங்கப்படும்
• பாதுகாப்புத் துறையை தொடர்ந்து அனைத்து மத்திய அரசு பணியாளர்களுக்கும் ஒரே பதவி ஒரே ஓய்வூதிய முறை அமல்படுத்தப்படும்.
• பணிக்கொடைக்கான உச்சவரம்பு ரூ. 10 லட்சத்திலிருந்து ரூ. 20 லட்சமாக உயர்த்தப்படும். மேலும், பஞ்சபடி 50 சதத்துக்கும் அதிகமாக உயர்த்தப்படும்போது, இந்த உச்சவரம்பு மேலும், 25 சதம் உயர்த்தப்படும்.
• தற்போது மாதத்திற்கு ரூ. 90 ஆயிரம் ஊதியம் பெறும் அமைச்சரவை செயலர் இனி ரூ. 2.25 லட்சம் பெறுவார்.
• இந்த பரிந்துரைகளால் மத்திய அரசுக்கு ரூ. 73,650 கோடியும், ரயில்வேக்கு ரூ. 28,450 கோடியும் கூடுதல் செலவாகும்.
• நடப்பில் உள்ள 52 படிகள் வழங்கும் முறை 36 ஆக குறைக்கப்படும்
• இந்த பரிந்துரை மூலம் 47 லட்சம் ஊழியர்களும், 52 லட்சம் ஓய்வூதியர்களும் பயன்பெறுவர்.

7th pay commission report Highlights:

 Minimum pay is 18,000/- 

Grade Pay System abolished

Fitment formula will be 2.57. So using present basic pay,

7th CPC pay can be calculated by multiplying the same with 2.57 factor.

 Increase in Military service Pay increased to 16,500

 3% annual increment 

52 allowances abolished

 16% increase in pay

  23.55% increase overall salary when taking in to increase

 in allowances also

 24% increase in Pension -

23-11-15: 5.25 Hrs: SUCCESSFULL AIC AT BANGALORE:

        
Sri Ananthakumar, Honourable Minister for Chemicals & Fertilizers attended our 2^nd All India Conference at Bangalore on 22-11-15 evening.   Our members gave him rousing welcome when he entered our conference hall. 
       
Com D. Gopalakrishnan gave a brief speech explaining mainly two of our major demands of 78.2% IDA Pension Revision and future pension revision in front of him. He explained to the minister that despite his earlier interventions our 78.2% IDA Pension Revision file is pending with DOT still and DOE is asking lot of clarifications on it.   
        Honourable Minister Sri Ananthakumar spoke for ten minutes. He told that he is going to New Delhi for the next Parliament session which is starting on 26-11-15 and told he will immediately speak to DOT Secretary and Secretary DOE.  He requested our leaders to come to New Delhi on  30-11-15 and meet him. He told that he will speak to both the secretaries before that date and complete the ground work and make some progress and improvements on our demands. He told our leaders that they can stay in New Delhi and peruse the case from 30-11-15.
    He told that his father was a retired Railway Pensioner and so he knows the problems of the pensioners mentioning that even his father fought for a pension revision. When he questioned his father why he is doing for this small amount his father told him that the pension revision is his entitlement and he is not fighting this case for himself alone but for the benefit for the entire railway pensioners. 
       
He asked our leaders when our next All India Conference is coming.  When our leaders pointed out that it will be only after 3 years,  he asked our leaders that we should conduct a "78.2% IDA PENSION REVISION SUCCESS CONFERENCE" soon and assured that he will participate in it also.
     Our leaders put up a demand to the minister for a office accommodation for our association in New Delhi by the Government.  He told that it is must for a All India association like BSNL pensioners and he will take initiation for the same also. He asked our leaders to use his office premises in New Delhi for our Association till the accommodation is provided by the Government  . 
     The Minister Sri Ananthakumar showed keen interest in our problems and he assured all his help to solve our problems.
     We now find a fresh hope that our 78.2% IDA Pension revision will get settled very soon because of the intervention of Minister Sri Ananthakumar.   
         
        
      
We coney our sincere heartful thanks to the Minister Sri Ananthakumar for his support to our demands.   
    We also thank our Karnataka comrades and the reception Committee under the leadership of Comrades Babu, Gangadhara Rao & Chengappa for their EXCELLENT arrangements for accommodation, food, Conference Hall.

மழை

இயற்கையின் அமைப்பில் ஒரு கோளாறும் இல்லை. பெய்ய வேண்டிய நேரத்தில்தான் பெய்கிறது.

அதன் போக்கில் குறுக்கிடாமல் இருந்தால், இப்படி கடுமையான சேதம் இருக்காது.

ஏரிகளையும், குளங்களையும் ப்ளாட் போட்டு விற்று விடுவோம். வாய்க்கால் களையும் வடிகால்களையும் விற்று ஏப்பம் விடுவோம். ஆற்றின் குறுக்கே வீடுகட்டுவோம். ஆற்றங் கரைகளையும் ஏரிகளையும் ஆக்கிரமிப்போம். சுறுங்காத ஆறுகளும் ஏரிகளும் தமிழ்நாட்டில் உண்டா?

 முன்பு ஊருக்கு பத்து குட்டைகளாவது இருந்திருக்கும்; அவைகள் எங்கே? ஒன்று விடாமல் எல்லாவற்றையும் தூர்த்து விட்டோம்.

பின் மழைநீர் எங்குதான் செல்லும்?

மனிதனின் பேராசைக்கு அளவே இல்லாமற் போய்விட்டது. அக்காலத்தில் ஊர் மராமத்து என்று நடக்கும். இப்போது? 100 நாள் வேலைத்திட்டத்தின் நிலைமை பற்றி யாவர்க்கும் தெரியும்தானே!!

ஒவ்வொரு மழை சீசனிலும் நடக்கும் அரசியல் டிராமாக்கள் சகிக்க வில்லை.

ஆஹா.. நன்றாக பொழிகிறது. நிலத்தடி நீர்மட்டம் உயர்கிறது. விவசாயம் பெருகட்டும். குடிநீரப் பஞ்சம் போகட்டும் என்று வாழ்த்த ஒரு ஆள் இல்லை.

சகல டி.வி ஷோவிலும் "ஐயோ.. பெய்யுதே ... ஐயய்யோ.. பெய்யுதே  என்று புலம்பல்.." இது என்ன பார்வை?  நமக்கு என்ன நேர்ந்து விட்டது? விடாது கொட்டித்தீர்க்கும் (கேரளம் போன்று) எந்த மாநிலத்திலும் இந்த புலம்பல் இல்லை..  இது எங்கே போய் நிற்கப் போகிறதோ?

November month is "LIFE CERTIFICATE MONTH". for pensioners.  Pensioners has to give   "LIFE CERTIFICATE" in their pension paying bank. If they fail to give it then their pension will not be credited from December month.

"Digital Life certificate for Pensioners – FAQ"

What is Jeevan Pramaan?
Jeevan Pramaan is computer generated digital life certificate for pensioner. Jeevan Pramaan Certificate is produced for individual pensioner using his Biometric Credentials
How is this different from traditional Life Certificate issued by Govt Officers/ Agencies?
For this certificate individual pensioner has not to present himself/ herself in front of seniors authorised Officers. This can be generated even from home. Only you need a internet connection and Biometric devices
How can I create Jeevan Pramaan if I do not have internet connection?
Visit your nearest Citizen Service Centre or designated Offices (in Delhi) and get your self registered. (details available on site using locate a centre link)
How can I find the CSCs / Designated Offices (in Delhi)?
Access Jeevan Pramaan web site at https://Jeevanpramaan.gov.in or http://lifecertificate.gov.in and find the centre using “Locate A Centre” option or alternately you can send SMS to 7738299899, the SMS body must start with keyword “JPL” and after space write you pin code e.g.
SMS: JPL 110003 to 7738299899
The Portal Reply message will have list all centres where you can visit for Jeevan Pramaan.
Can I visit the CSCs for a certificate?
Yes. Any Pensioner having pension account in Bank/Post Offices can go to CSC for the certificate.
Who can visit designated Offices?
Any Central Government Pensioner having pension account in Bank can go to District Centre of Delhi. But Central Government Office Centres may be visited by their respective office Pensioners only.
What is required for registration on Jeevan Pramaan?
Pensioner needs to know and provide his/her Aadhaar Number, PPO Number, Bank Account number and branch detail, Name, Address etc
How can I register myself for a Jeevan Pramaan?
There are three ways to register and get a Jeevan Pramaan
• visit your nearest CSC centre and register online using CSC services and you may have to pay nominally for this
• visit a Designated Office and register yourself
• Download the application & install on your android based smart phone/tablet or Windows PC/Laptop and register yourself (you will need biometric device for this step)
Which biometric devices are currently supported?
The Jeevan Pramaan Client application currently supports the Mantra & Morpho finger print scanner and Iritec Iris scanner for use with the software. Supports for other devices are being added and will be updated in the website download section. The Jeevan Pramaan software upgrades over the air, therefore for new functionality software will not require re-installation.
How do I register for a Digital Life certificate?
Pensioner’s information like Pension Aadhaar number, Pensioner Name, PPO Number, Bank Account detail, Address, Mobile number etc are fed into the system though web based / client interface and finally pensioners person information are authenticated using the Aadhaar number and pensioner has to put his finger on to the finger print scanner or eye on the Iris scanner.
After successful authentication, Pramaan ID / the transaction number is displayed on the screen and same has is sent to Pensioner’s mobile as SMS from the portal.
The portal generates Electronic Jeevan Pramaan for the successfully authenticated pensioner and it is stored in the central Life Certificate Repository database.
The disbursing Bank can access and get the Jeevan Pramaan certificate from the portal for his pensioners though the electronic data transfer mechanism created between the portal and Bank server.
Pensioner has to inform to the Bank that his Jeevan Pramaan has been generated through online registration from Jeevan Pramaan portal.
Is it necessary for a Pensioner to be in India for getting a Jeevan Pramaan?
No, Pensioners can use Android / Windows PC based application available for download at jeevanpramaan.gov.in portal and may register from any location.
How many times individual has to register in a year?
Individual has to register once and later he can generate Jeevan Pramaan using Biometric authentication.
Is the online registration chargeable?
No. It is free for the pensioner.
Is electronic Jeevan Pramaan a must for the pensioner?
No, this facility has been given to get hassle free Life Certificates. The conventional life certificates are also valid.
What is the procedure for getting Aadhaar Number?
Contact nearest Aadhaar Enrolment Centre in your city for getting a Aadhaar Number. You can find permanent Aadhaar Enrolment Centres from UIDAI website https://appointments.uidai.gov.in
Is this certificate valid?
Yes, Digital Life Certificate is a valid certificate and recognized under the IT Act. The system benefits the pensioner from having to go before the Pension disbursing Authority to prove that he/she is alive.

MINUTES OF THE 27th SCOVA MEETING &ATR of 26TH MEETING

Minutes of the 27th SCOVA meeting held on 13th October, 2015 under the Chairmanship of Hon'ble MOS (PP)

(v)Anomaly in fixation of pension to DoT employees absorbed in BSNL, who retired
between 1.10.2000 and 31.7.2001.
It was informed that a proposal was sent by DOT to DoPPW on 24.04.2015 and a
formulation was suggested by DoPPW on 26.06.2015.The case was thereafter referred to
Department of Expenditure. Department of Expenditure sought some clarification/information on
17.09.2015 which are being obtained by DoT from concerned Departments/Agencies. DoT was
asked to finalise their proposal by 31.10.2015

(vi) Merger of 78.2% IDA with basic pension benefit to the absorbed BSNL Pensioners.
Department of Telecom informed that a draft Cabinet Note was circulated on 16.06.2015
and comments of DoPPW were conveyed to DOT on 06.07.2015. Comments News from other
Ministries/Departments have also been received. However, some queries have been raised by
Department of Expenditure and the information/inputs on same are being collected for furnishing
the same to Department of Expenditure. DoT were asked to send the reply to Department of
Expenditure by 31.10.2015.

It was informed that since  the last SCOVA meeting, two meetings were held with  the officials of Department of Telecom on 29.09.2014 and 30.12.2014 and Department of Telecom was advised to expedite the details/Reply sought in DoPPW's 10 Note dtd 28.02.2014.Department of Telecom informed that the BSNL IS collecting the requisite Information sought by DoPPW from corporate offices of BSNLlMTNL. Department of Telecom was advised to send a reply to DoPPW within a fortnight.(Action: Dlo Telecom &DoPPW)
Follow up Action
by  DoPPW:
The proposal was sent by DOT to DOP&PW on 24.04.2015 and the advice of this Department was sent to DOT on 26.06.2015 for taking further action.Requested DOT, for the present status of
the proposal on 15.07.2015. Another reminder was sent on 01.09.2015.

In connection with calculating average emoluments for the last 10 months before retirement, Finance Branch(DO) and DoP&PW suggested different methods.Accordingly, the case was referred to Department of Expenditure with the request to advise that which of the proposal for calculating the average emolument is to be adopted. In response, Department of Expenditure, vide its 10 Note dated 17.09.2015 has sought some clarification/information which are being obtained from concerned offices viz.DoPPW, Accounts Branch(DOT) and concerned Unions/Associations etc.

No.8 of ATR :- Merger of 78.2% IDA with basic pension benefit to the absorbed B5NL  Pensioners.

 It was informed that the DoPPW proposal has been approved by Department of Expenditure, in principle.  Department of Telecom informed that as per the advice of the Department of Expenditure a Cabinet Note has been prepared and sent to their IFD for approval. Department of Telecom was advised to finalise the draft Cabinet Note and circulate it to the concerned Ministries by the end of February,2015.(Action: 0/0 Telecom &D/0 Expenditure)

78.2 % அகவிலைப்படி இணைப்பு இன்னும் வழங்கப்படாமல் தாமதம் ஆவது குறித்தும் இது விஷயத்தில் பாரதப்பிரதமரின் தலையீட்டை வேண்டியும் அகில இந்திய பி எஸ் என் எல் மற்றும் DOT ஓய்வூதியர் நல மத்திய சங்கத்தின் அறைகூவலின்படி, மதுரை மாவட்ட அகில இந்திய பி எஸ் என் எல் மற்றும் DOT ஓய்வூதியர் நலச்சங்கத்தலைவர் திரு M .இரவீந்தரன் தலைமையில் இந்த ஆர்பாட்டம் வெற்றிகரமாக நடைபெற்றது.விண்ணதிர கோரிக்கை முழக்கம் எழுப்பப்பட்டது

   எனவே CDM எனப்படும் தானியங்கி பணம் செலுத்தும் இயந்திரம் மூலம் பணம் செலுத்தும்போது ATM அட்டையை உபயோகித்து சேவைக்கட்டணத்தை தவிர்க்கவும்.
