78.2 % IDA merger. File is moving.

It is reported from New Delhi that the revised Cabinet Note has been forwarded by
Establishment Section to Finance Wing of Department of Telecom yesterday.
 30th March 2015

The 7th Central Pay Commission is now  meeting  All India Federations and taking oral evidence.
It started on 23-3-2015 and may continue in first week of April also. It is told  that
the 7th CPC may submit is report to the Government by October 2015.

Leaders of Staff Side in National Council(JCM) and the leaders of All India Audit and Accounts Association report, after their meeting with the CPC, that the 7th CPC may discard
Pay Band + Grade Pay system introduced by the 6th CPC.

It may be noted that the 6th CPC did not study the duties and responsibilities of
various cadres of  officers/officials in central service.  Instead, it simply added
the Basic pay and DA as on 1-1-2006 and then granted a new element of Grade Pay.

Hence, it is good if the 7th CPC discards the Grade Pay system and submit a detailed report
after considering the qualification required, nature of work and responsibilities,
and the need of the staff in central government services as well as
considering the justification for grant of a reasonable minimum wage.

78.2%DAmerger an update

After meeting the Secretary, Telecom, Member (Finance) and Director (Estt) of Department of Telecom,
several meetings with Shri Ananthakumar, the Honourable minister for Chemicals & Fertilizers
in New Delhi  our leaders, S/Shri G Natarajan (GS), D Gopalakrishnan (VP), P Gangadhara Rao (AGS)
and R Changappa (CS Karnataka) have returned from Delhi to their respective head quarters yesterday.
The exercise of asking Data from BSNL Corporate Office, then from Circles, thereafter from SSA
is all futile now in the background of clear assurance given by Secretary, Telecom that
a revised Cabinet Note is under preparation and that the same would be sent to the four nodal ministries
for their opinion within a period of 15 days.
Those four nodal ministries have to convey their opinion within 15 days thereafter.
It is all mandatory as per the rules.
Hence, we can expect that the Note will go to Cabinet by end of April 2015 or at least in May 2015.
We are confident that the Secretary, Telecom, Mr. Garg, is capable of honouring his assurance.
More than 125000 BSNL pensioners are waiting anxiously ……

26th March 2015  1.30 PM

We express our sincere thanks to Shri Anantha Kumar,
Honourable Minister for Chemicals & Fertilizers, Government of India
for his effective intervention in our case of 78.2% IDA benefit.

A team of our leaders consisting of
Com. D Gopalakrishnan, Vice President,
G Natarajan, General Secretary,
P Gangadhara Rao, Asst General Secretary
and R Changappa, Circle Secretary, Karnataka,
today met Shri Garg, Chairman of Telecom Commission as well as
Smt. Annie Moraes, Member (F), Telecom Commission
and discussed the case of 78.2% benefit for pension revision.
Our leaders were given an assurance that a revised Cabinet Note will be
sent tothe four nodal ministries within 15 days simultaneously.
We are happy that our efforts to settle the issue have yielded some results.
We are more happy that the ‘uncertainty’ in the matter has ended now.

26th March 2015

As reported earlier, our AGS Com. Gangadhara Rao and Karnataka Circle Secretary Com. Changappa
are in New Delhi for few days. Before starting from Bangalore, they met Shri Anantha Kumar,
the Minister for Chemicals and Fertilizers and sought his intervention to settle our issue
of 78.2% IDA. Shri Anantha Kumar kept his words and intervened in the matter very effectively
and efficiently. He collected all details from our leaders and understood the gross injustice done
to the BSNL pensioners.
Com. Natarajan (General Secretary) and Com. DG (Vice President) also reached New Delhi
today morning. Our leaders jointly met the Secretary, Telecom and Member (Finance) and
had discussion on the issue. Secretary informed our leaders that a revised Cabinet Note
is under preparation. It will be sent to the four Ministries (Law, Finance, Pension and
Heavy Industries) within 15 days for their opinion on the proposal.
It is mandatory.

Our effective actions in the case, has removed confusion and uncertainty.
We do hope that Telecom Commission will move the matter further  as promised.

Please refer our earlier posting in this Website on the letter from DoT to BSNL Corporate Office asking for DATA
on number of pensioners etc.
As all know, Department of Telecom is paying pension to BSNL retirees.
Naturally, DoT must have the DATA about the number of people it is paying pension to.
Instead of collecting the information from the CCA offices, the DoT
sent a letter on 13-3-2015 to CMD, BSNL to supply the DATA. It was marked as
After 13 days, on 26-3-2015, the BSNL Corporate Office has endorsed that letter to all Circles to supply the DATA
within ten days.  It is also marked as MOST IMPORTANT.
Some Circle Offices may do it. Some may reply that they do not have the DATA.
Some others will never reply even.
As our experiences show, many Circle Offices may ask the SSA offices to
Send the DATA.  The DoT will not get the complete DATA  in the near future.
That much IMPORTANT it is.
Because,  it is pensioners’ case.

The BSNL Corporate Office is considering the demand for restoration of
Medical Allowance without voucher.  Corporate Office has asked all CGMS
to provide the data regarding number of retirees, expenses towards medical
reimbursement etc.
We do not know when the BSNL Circles will provide the required data.

However, this restriction will not be applicable while booking onward journey/return journey e-tickets.
A good news for  senior pensioners retired before 1-1-2006.
{It is only a Court decision. No order is issued.  Govt may file appeals}

Full Pension to Pre-2006 Pensioners

with less than 33 years Service:
Govt Appeal dismissed by Hon’ble Supreme Court
While many Pre 2006 Pensioners with less than 33 years service have got favourable verdict from CAT And the consequent appeals by Govt are pending at various stages, Bharat Pensioners Samaj reports that SLP filed by Govt relating one of such cases against
the order favourable to pre-2006 pensioner has been dismissed by
Hon’ble Supreme Court. Hence it is likely that other cases would also be
decided on the basis of this dismissal by Apex Court in favour of Pre 2006 Pensioners.
  24th March 2015
Shri Anantha Kumar, Honourable Minister for Chemicals and Fertilizers, in Narendra Modi Government,

During his recent visit to Bangalore city, our leaders met Shri Ananthakumar once again and
sought his help to settle the case.  Shri Anantha kumar was kind enough to assure all possible help.
He wanted our representatives meet him in Delhi on 24th March 2015.
