IDA REDUCED BY 0.8% FROM 1-1-2017

The Labour Bureau of India has officially released the All India Consumer Price Index (AICPI) for the month of November 2016. It is 277 Points. AICPI for October was 278 Points and for September it was 277 Points. Three months’ average is 277.33.

Based on the above Average the IDA from January 2017 will be119.5%. There will be a decrease of 0.8% from the existing rate of 120.3%.
Recent action of withdrawal of Rs 500 and Rs 1000 Notes rendered large section of the people cashless. It reduced their purchasing power. It affected the small scale trade, the markets. In turn, it affected the price and Index also.
The advisors of Prime Minister deal with Credit Cards and Smart Cards. They do not know the stark reality in the villages and small towns and in the ordinary families.
This is the result of a good scheme implemented without proper planning, without proper preparation and without understanding the ground reality. Financial experts trained by world Bank or IMF or US based Institutions do not know what the real India is.

7th CPC- NO NEED FOR FRESH APPROVAL FROM DOP -DOT CAN ISSUE ORDER

Today, Com. D Gopalakrishnan spoke to Mr. Harjeet Singh, a senior officer in Department of Pension about the above reference from DoT. According to Mr. Singh there is no need of any fresh approval. DoT can issue orders based on earlier approval. Then, Com. DG sent an Email to DDG Establishment to issue the orders without delay. Let us see how Directorate is moving.

Dear comrades,
I spoke to Director (Pension) Shri.Harjeetsingh and told him that DoT had made a reference to DoP PW regarding extending 7th CPC benefits like gratuity, minimum pension etc to BSNL IDA pensioners. 

He told that why they wanted clarification every time and they should do it as per CCS pension Rules. Any way he  had not seen the file . He wanted the reference of DoT so that he could pick up the file and clear it.

I tried to get Director ( Estt) , but she was busy. Then I talked to SO Pension to get the reference. He told that it was yet to go to DoP PW and at present it was with the Director (Estt). This is the state of affairs.

Our Vice President Com. D Gopalakrishnan spoke to Shri S K Jain, DDG(EST) of Department of Telecom yesterday.
78.2 Revision:
Com. DG pointed out undue delay in processing the cases in most of the Circles. The target date is fast approaching but the work is very sluggish. DDG told that he checked up with UP East Circle. There, more than 50% of he cases are settled. Com. DG pointed out that it is not the case with other Circles. For example; in Tamilnadu Circle hardly 20% cases have been settled. Then DDG informed that Directorate has issued two reminders to all CCAS. It will be followed up.
Benefits of seventh CPC:
Com. DG reminded the DDG of our discussion last month regarding issuance of orders extending the benefit of Seventh CPC report on upper limit of Gratuity, new Commutation, Minimum Pension etc. to the BSNL IDA pensioners. DDG informed that DoT has sought guidance from Department of Pension in this regard. As soon as the guidance is received from DOPW necessary orders will be issued.

DONOT GET CONFUSED PLEASE ..BSNL PENSIONER

Some people from NFTE in Chennai sent messages over whatsapp or so pointing out DOT has issued a new order on 22nd December 2016 about our pension revision.  They are totally confused.
1.      No order was issued on 22-12-2016.
2.     On 21-12-2016 the Corporate Office of BSNL endorsed an order of DOT dated 22-08-2016.
What is this 4 months old order of DoT?  It is an endorsement of a general order issued by Department of Pension implementing report of 7th CPC. ITS officers are still in Government service.  Naturally the CPC report is applicable to them. Those who retired from DoT, before BSNL came into existence, also should get pension revision as per CPC report. CCAs have to revise their pension accordingly.   So, the general order was issued for that purpose.

WHAT ABOUT DCRG, MINIMUM PENSION, COMMUTATION Etc?
When the sixth CPC report was implemented, the DoT issued an order in May 2009 extending the benefits in DCRG, Minimum Pension, Commutation etc. to IDA pensioners. In July DoT issued another letter keeping the above order in abeyance.
Again on 12th August 2009, DoT issued order (NO 40-31/2008-Pen(T) dated 12-8-2009) specifically stating that
(i)               For DCRG, the Basic Pay plus IDA shall be taken into account.
(ii)            Upper limit of all kinds of gratuities shall be applicable to IDA pensioners from 1-1-2006.
(iii)          New Commutation table is applicable to IDA pensioners.
(iv)          Minimum pension shall be Rs 3500.00
Similar order is required this time, extending recommendations of 7th CPC on Gratuity, Minimum Pension etc.  Our leaders met concerned officers in Directorate last month and requested to issue such orders. Director (E) assured that it would be done and the File was on the move.  Till this date, such an order is not issued. 

Separate specific order is required for IDA pensioners on Gratuity, Commutation, Minimum Pension etc.  This is the aftermath of corporatization.  We have to face it.  We have to settle the issues. 

PAY REVISION as per 7th CPC is not an easy issue to be settled.  We have to struggle a lot for that.

NOTHING WILL COME AUTOMATICALLY AS SOME PEOPLE THINK. 
WE HAVE STARTED OUR WORK. LET US MOVE AHEAD WITH CLEAR UNDERSTANDING AND PROGRAMMES. WE ARE ON A DIFFICULT TERRAIN.  WE SHALL  OVERCOME ALL DIFFICULTIES AND ACHIEVE IT.

BSNL has constituted a Committee of five officers with Smt. Anuadha Panda, PGM (PF) as chair person to examine the wage structure of serving Non Executive staff of BSNL. 
There is no representative of BSNLEU or NFTE-BSNL, two recognized unions. 
The Committee will not start functioning immediately. It will start the work after getting parameters from Department of Public Enterprises. The Terms of Reference of the Committee is also no finalized.
Just, a committee is constituted.
The Wage Revision of serving officers (Executives) depends upon the Report of third Pay Revision Committee. There is no definite information about the PRC report, even though the time limit is over.
Wage Revision of Non Executives depends upon the negotiations between BSNL Management and the Recognized Unions. Rather, it depends upon the bargaining capacity of the Unions.
BSNL will not discuss Pension Revision, as the Pension is being paid to BSNL retirees by Government of India, not by the Company.

Next meeting of SCOVA (Standing Committee of Voluntary Agencies) is notified to be held on 12-01-2017 at 11 AM.
The Agenda Items are not yet confirmed. We hope that the Item given by Karnataka P&T Pensioners Association demanding pension @ 50% of Last Pay Drawn for all the pensioners - those who retired before 1-1-2006 - will find a place in the agenda. We are waiting for official notification.

7th CPC REPORT AND DOT/BSNL ORDERS

On 4th August 2016, Department of Pension issued Office Memoranda implementing some of the recommendations of Seventh Central Pay Commission. 
On 22-8-2016 the Department of Telecom endorsed the above OMs without specifying whether they are applicable to BSNL IDA pensioners. 
Now, after four months, on 21-12-2016, the Corporate Office of BSNL has endorsed the DoT Orders and the OM from Department of Pension. BSNL also has not stated anything about BSNL pensioners.
These days, one order will cause number of clarifications. One clarification results in number of confusion....

MEETING WITH CCA ON 16-12-2016

On 16-12-2016 we had a meeting with the CCA Tamilnadu.
Com.G.Natarajan Gen.Secy,  Com V.Ramarao TN Circle president, Com. K.Muthiyalu TN Circle Secretary, Com.Murthy Chennai Telephone District President, Com.M.Govindarajan Circle President ChTD, Anandan, ChTD represented our side.
Shri Dr.Niranjana CCA, TN,    shri. Anbalagan, Jt.CCA TN, Shri.Sundarapandian Dy.CCA occupied the official side.
Com.K.Muthiyalu welcomed all for the meeting.
CCA Tamilnadu told that total files to be received from TN Circle, Chennai Telephone District, STR ,STP are 20,000.(Both pre 2007 and post 2007 cases)
Upto so far 9000 files all in total have been received and 2500 files have been cleared and sent for payment.
Remaining 11,000 files are yet to come from many SSAs of TN Cirlc and ChTD, 
Pressure that might have been given by our Dharna letter given on 07-12-2016 , CCA has called for retired SAs/JAs with literacy of Computer knowledge to work in their office.
He thanked ChTD volunteers for their excellent work and they have been assigned with pre 2007 files work.
Six retired volunteers from ChTD are rendering  honourary service in CCA office and the Circle secretary assured to send two more volunteers if the situation needs.
The meeting was a congenial and we assured to offer our full support for quick disposals.
We learn that CGM Tamilnadu has issued instruction to all SSAs to expedite the sending process.
we request all District Secretaries and other Office bearers  to contact their respective Accounts Officers in charge of this work and expedite the process of sending the files to CCA Tamilnadu at the earliest.

JA/SA OF BSNL? BELOW 65 YEARS? GOT A CHANCE TO WORK.

CCA TN Office called for retired SAs/JAs pensioners to work as consultants on contract basis in their CHENNAI Office. 

The following are the terms and conditions:

1.   Age should be less than 65 years as on 1-1-2017
2. Retired JAs/SAs of BSNL & MTNL or other CG pensioners
3. On contract basis for six months and likely to be extended 
4. Place of posting: Chennai
5. Salaray: The consolidated fee/remuneration payable to retired persons engaged on short-term contract basis shall be restricted to the difference between last pay drawn (as per 6th CPCl by the retired official and basic pension + DA at the rate applicable for Central Government employees from time to time. The person so engaged shall not be eligible for other allowances and benefits. The payment will be made on monthly basis.
6. Computer lietracy is essential

ANOMALY CASE: JUDGEMENT WHEN?
We have already informed that the Arguments are over and Judgment is reserved.Some pensioners are asking us how much time it will take?
The case was heard by a division bench consisting of two judges in CAT, Principal Bench. It is sure they have taken a decision. Other things are formality only. One judge will dictate the full judgment to the stenographer.He will type it and show the draft.The Judge will correct and approve a final draft. Again, it will be shown to the other judge. After he approves it the final copy will be drawn.Then it will be signed by all concerned and released.
This process may take two weeks, two months or even more. We can not say. I personally expect it only after the Christmas Holidays are over.
Anyway the case is a decade old. Nobody else could take it to the culmination. We have done it. We have waited all these years. Let us wait for few more days….

"We will soon be approaching the third Pay Revision Committee (PRC) with concrete suggestions on having performance-related pay for BSNL," Bharat Sanchar Nigam Ltd's Chairman and Managing Director Anupam Shrivastava told .
"We have already made one round of presentation before PRC in October, in which we touched upon this aspect. At the same time, we are discussing it with employee associations and unions," he added.Currently the salary has a component of PSU profitability built into it, Shrivastava said.
BSNL has started clocking operating profit and is firmly on a path to profitability, he said. "We would like to have performance related pay which can truly be attributed to performance of an individual and it should be different from the performance of the PSU."
On the proposal that is taking shape, he said: "We are saying that apart from the fixed pay, there should also be a component of performance-related pay which again will have both fixed and variable elements. The fixed part will be given to all and variable to individuals and groups who have outperformed."
BSNL will consult 6-7 associations and unions, including majority unions (both for non executive employees and officers), to ensure their "participation in a substantial manner to the discussion", Shrivastava said.
Telecom Minister Manoj Sinha has earlier asked the firm to consider implementing 'performance related pay'.In September-end, the minister had asked BSNL to consider such a proposal saying that the workers need to come out of the mindset that salary will be paid on the first day of each month "whether or not work is done"."Good workers need to be certainly rewarded...but the mindset that salary will come on the first day of the month whether or not work is done...one needs to come out of that mindset," the minister had said.………………………. Let us be grateful
Many employees or Pensioners used to criticize even abuse the unions for not getting some issues settled. They do not criticize the authorities who are responsible for the delay or denial of justice. After the issues are settled, it is a habit of many to state that “Even otherwise it would have come.” It is but human nature.
As elderly people with lot of experience in our service, we should not behave so irresponsibly. We have seen how issues are settled and demands are achieved. We should be grateful to Late Mr. D S Nakara (1914-2009) for his great service to the pensioners of India by filing a case against injustice with farsightedness. Many people have gone to Court and won their cases.Supreme Court of India delivered thousands of judgements in favour of pensioners. Then, how Nakara Case Judgement became a magnacarta for Indian Pensioners?
Only because late Mr. Nakara raised many fundamental, basic issues concerning the pension system in his affidavit in the case. Court had to address those issues because they were raised in the Application. Do not ignore this aspect.
We must remember also Late Mr. H D Shourie, the man who fought many a cases of common nature. Mr. Shourie formed a platform called COMMON CAUSE for fighting the legal battles in Courts of law. He helped Mr. Nakara in preparing the Affidavit.
All of us – all the pensioners of BSNL, Central Government, State Governments etc etc. – are enjoying the fruits of their labour and wisdom. When we observe the Pensioners Day, let us remember both Mr. Nakara and Mr. Shourie…
