Totally wrong analysis.
 first of all, govt is not giving bsnl 850 cr as you mentioned. 
bsnl is raising 850 cr from its own revenue streams upto 20 th march and same will be paid to empoyees as salary. 
so, check the facts before writing. 
govt has not infused any money in bsnl since its inception. till today, govt has not paid single rupee to bsnl to run its operations. so your contention of good money chasing bad money is totally incorrect. you must be knowing that all private telcos are making huge losses due tp predatory pricing of jio and bsnl is no exception. however all these private companies have taken a loan of 5 lakh crores from banks which they will never be able to pay back. what do you say about that? in india, it is crony capitalism at work and everything including media is managed by them. bsnl gives employment to around 10 lakh people directly or indirectly. when the employment generation is at its lowest in last 45 years, is it prudent to close public sectors and further increase it? dont do one sided analysis. bsnl is a victim of the policies deliberately tweaked to favour private players. so next time get your facts right.
