DIRECTION DELAYED…
As we reported earlier, the Telecom Department had sent a proposal to Department of Expenditure under Ministry of Finance:
The proposal is:
1. Divide
the BSNL pensioners into two segments; those who retired before 1-1-2007 and those
who retired on or after 1-1-2007.
2. 78.2%
benefit can be given to the people retired on or after 1-1-2007 if Dept. of
Expenditure permits. No need of taking any fresh approval from Cabinet.
3. For
those who retired before 1-1-2007, fresh Cabinet approval is needed.
In the SCOVA meeting held on 5th September,
the DoE informed that they would convey their decision/direction in the matter
to DoT within a week. The time is over on 12th. We met the
Director in DoE on 15th and discussed the case. The
Director informed that they studied the case and their direction would be given
within two or three days. That is also not done. Hence, I spoke to the Director yesterday evening over phone. Now, the Director is on leave. Hence the direction from DoE to DoT will be sent on next Monday or Tuesday, 22nd or 23rd September only.
From our talks, it is understood that the DoE is not in favour of dividing the BSNL pensioners in to two or three segments. In other words, the DOE may direct the DoT to go to Cabinet and take fresh approval for extending the benefit of 78.2% to all BSNL retirees.
