28th October 2014 Com. Chhidu Singh reports from New Delhi: 78.2%: FILE MOVING.... The DoE has directed DoT to seek fresh approval from Cabinet to extend the benefit of 78.2% IDA to the BSNL retirees. Cabinet Note  has to be prepared for  getting the Cabinet approval. It is understood that the File has been put up to Secretary, Telecom. Today or tomorrow the Secretary may sign the File and then the Estt section in Sanchar Bhavan will prepare the Cabinet Note. Next stage is to take consent from the nodal departments.  It may take one month or little more than that. Then,  the  Note containing the proposals  will go to Cabinet. We are happy that the File started moving in Sanchar Bhavan.   ................................

CGHS CAN ISSUE MEDICINES FOR CHRONIC DISEASES
FOR A PERIOD UPTO THREE MONTHS AT A TIME.

Sub- Issue of medicines / reimbursement of expenditure on investigations / treatment procedures / implants

and other medical devices under CGHS- regarding

 

             With reference to the above mentioned subject the undersigned is directed to draw attention to paragraph (c) and (d) of the Office Memorandum of even No dated the 25th August 2014 and to state that in response to the representations received from CGHS beneficiaries in this regard , it has now been‘decided by the competent authority to withdraw the provisions under para (c) and para (d) of the Office Memorandum No 2-2/2014/CGHS HQ/ PPT/CGHS(P) dated the 25th August , 2014 [view] and to restore the status existing prior to the issue of above stated OM dated the 25th August, 2014.

 

In other words medicines under CGHS can be issued for up to 3 months at a time in chronic diseases on the basis of a valid prescription and for up to 6 months for those beneficiaries who are going abroad, as was the case prior to issue of OM dated 25.8.2014.

Our Dy GS Com. Chhidu Singh informs from New Delhi:

"The Department of Expenditure has sent a short letter to Department of Telecom on 15th  instant directing the DoT to go to Cabinet and take fresh approval for granting benefit of 78.2% IDA to BSNL retirees (those who retired before 1-1-2007 and  after that date, both).  The said directive has been issued by DoE with the approval of the Honourble Minister for Finance.

It is also mentioned that arrears shall not be paid  in DCRG etc. on account of the notional pay fixation granted from 1-1-2007 to 9-6-2013."

HAS DIRECTED TELECOM DEPTT. TO TAKE FRESH CABINET APPROVAL

FOR EXTENDING THE BENEFIT OF 78.2% IDA TO THE BSNL PENSIONERS,

RETIRED BEFORE 1-1-2007 AND AFTER 1-1-2007, BOTH.

THE LETTER MAY REACH DOT TODAY AFTERNOON.

Our CHQ is receiving frantic enquiries from many quarters on the issue. Hence, this posting.

On 5th September 2014, in the SCOVA meeting, the Department of Expenditure gave a categorical assurance that

they would convey their views on the proposal from DoT WITHIN ONE WEEK.

Now, 40 days have passed after that. DoE has not yet conveyed their views to DoT.

Why? We do not know why DoE is withholding the File.

Com. Chhidu Singh is making constant efforts. Let DoE give their views, this way or the other.

Why should they delay it?

When we get definite information, we will convey to all through this Website.

Be patient. We will get it. Nobody can deny it.

Some buraucrats can delay it. They can do that much harm to the pensioners.

IT SHOULD BE 6.9%, NOT 6.8%

As per proper calculation based on the 3 months average All India Consumer Price Index,

the IDA should be 98.2 percent with effect from 1-10-2014, an increase of 6.9% and not 6.8%.

Department of Public Enterprises in India ignored the universal principle of rounding of to the next higher level when any index is 0.5 or more. Here in the instant case, the rounding of is not done, denying justice to lakhs of workers and officers in various PSUs, inbcluding BSNL employees and BSNL Pensioners. It happened in 2007 earlier. At that time nobody pointed out, nobody protested.

Our Association is taking up the case with DPE.

PROTEST AGAINST UNEMPLOYMENT ON

After the emotional demonstration in front of G.M, BSNL 0ffice, Madurai, the G.B Meeting ,chaired by  Sri.M.Raveendran, Dist. President ,was conducted between 1030 hrs. and 1330 hrs. on 3-10-2014 in the TRC of G.M.BSNL office, Madurai .
