I feel that Annexure A and the new Form for availing medical facilities through CGHS or FMA after retirement are redundant in respect of a person residing in a non CGHS area.

If a person now residing in a non CGHS area (but likely to get CGHS wellness centre in the near future )can apply for FMA in lieu of OPD only after enrolling himself in the presently available wellness centres by paying the necessary fees. The individual may be willing to join only if a wellness centre comes nearer to his residence and would like to avail FMA from now onwards. I feel that he is forbidden from availing FMA .
