National Adaalat on 18-9-2018 at Chennai.

National Adalat Meeting was held at Hall of Inspiration located at Annaroad Telephone exge premises by 1430 hrs of 18th Sepi 2018.Departmental side S/sri Dr.Niranjan Pr.CCA.Chiitaranjan Pradan Cca,Mohan Jt.CCA and Sankarapandian Dy.CCA and all officers and staff were present.From Our Assn.Sri.D.Gopalakrishnan CHQ Vice President ,Sri.Muthialu Org Secy CHQ,Arunachalam AGS CP,CS,CT,A.Sugumaran,D.Victorraju,S.Sundarakrishnan,N.Mohan,Narasimman,Deenadayalan,Jayaraman and several comrades who gave grivances from our Division participated in the Adalat.District Secretaries from all parts of Tamilnadu attended.Bank Represntatives from Indian Bank,SBI.,IOB,PNB,Canara bank ,SyndicateBank and Dy.GM postal also attended.Officers from TNC,STR,STP and Chennai TD are also present.Dy.CCA Welcomed all.Initially individual grievances were taken up for discussion.From STR division all the grievances submitted by individuals were reported to be settled.1.M.Viswanathan Non receipt of 78.2 arrears even after 10 monthsince  the receipt of orders. SBI has been refered to .SBI rep.informed payment will be credited tomorrow.2..Venugopal PY.DOB Correction of Spouse incorporated.3.Rajamannar DOB correction of spouse incorporated.4.Aegandalingam address change done.5.Alagar SDE kmb. DOB correction  of self. corrgendum order issued.6.R.Subramanian TNCO correction in address .correction incorporated.7.S.Kathiraesan Commutation restoration.Postal authorities has been addressed.8.S.S.Kothandaraman Correction in DOB of spouse correction incorporated.9.V.Krishnasami c/o address incorporated.10.T.V.Subbarayan STP correction in spouse name.DOT pensioner.Documents has to be sent thro CGMP.11.Kamalakkannan shown as VRS instead of sperannuation .corregendum issued.  Grivance submitted by Dist Secretary. 1.R.Mohan raju   TCIL Authorisation of FP issued .2.Kuppusamy TCIL.Details of spouse and latest joint photo has been asked for on 10.5.18.On receipt of the same FP will be authorised.3.D.Bhimaraju Correction in DOB of spouse .order issued.4.Chandra Arunachalam Family Pensioner.non receipt of FMA.Pensioner is addressed to submit application.5.Shanmugavadivelu  address change -updated.inclusion of Daughter as FP in the PPo.It has to be recommended by parent SSA justifying the genuineness.6.G.Sankar 7.M.S.Jayaraman 8.SusaiArul all the above 3 requested for revision of pension based on 17.5.18.As these 3 retired  between July17 and April 18.DOT Order dtd 17.5.18 is not having clarity to revise their pension.Pr.Cca has asked clarification from DOT.While on arguement that July 17 order is quashed and the above persons pension is also to be revised.Pr.CCa has told that logically it is correct whereas said order does not instruct to  pay earler to those retd before May 18. Our circle Assn has taken up 63 cases of Ssas in the adalat. One of the comrade and Jayaraman discussed the details of recently printed PPO wherein space available for furnishing details of family.CCA TN is not furnished though individual submit along with pension papers.Disabled children details are also not mentioned in the PPO.Dy.CCA said that as and when necessity arises the disabled children can get Family pension and it is not possible to include in the PPO.Discussion was held on this issue.After discussion with CCA Officers, Pr.CCA declared that entries in PPO regarding  family member details and other disabled child particulars  can be considered.During discussion for one of the comrades of Virudhunagar SSA,regarding provision of proportionate pension to his 3rd wife and dependant daughters of second wife ,Dy .CCA ruled out the possibilities at present.Com.DG interfered and told atleast provision can be made 50% of eligible pension.Com.DG told Pr.CCA that minimum pension of Rs 9000/ w.e.f 1.1.2016 has to be provided to IDA Pensioners as that of CDA pensioners.He requested Pr.CCA to take up with Dept.of Pension thro.DOT as per the decision of National  Adalat.Pr.CCA agreed to do so.He also sought clarification reg.difficulty in submission of KYP by green card holder who stays in USA.Whether Ailing senior citizens who can’t sign  can affix their LTI in KYPform duly attested by other pensioner or GO.Submission of LIFE certificate either to Bank or CCA after introduction of direct payment by CCA. Issue of FORM 16 by whom.Pr.CCA told that no special exemption for greencard holders and in specific case of illness they may consider LTI affixing with GO Attestation.Other details reg.Form 16 and Life Certificate, no guidelines issued by DOT All India basis KYP is collected.No time limit is prescrbed for submission of KYP.Pension will not be stopped if KYP is not given.Com.Muthialu told cases given to the last adalat meetings are being repeated without  settlement.Reauthorisation of FP is kept pending for several years.He also asked about issue of ID cards to IDA Pensioners.Pr.CCA told that ID cards are being issued by CCA only to CDA pensioners whereas IDA pensioners haz to get it only from BSNL authorities. R.Venkatachalam CS told that settlement of  terminal benefits of VR cases in the CCA portal  remain pending for more period.There should be a time limit for VR cases settlement.Com.Prakash retd SDE STR Vijayawada came to the adalat regarding reauthorisation of family pension to his 2nd wife,which is Pending for 2years.Sri.Mohan CCA gone thro. the documents and told CCA officers to issue re authorisation of Family Pension in his case.In total,this Adalar was conducted in a cordial and smooth manner .Com Sankarapandian Dy.CCA offered vote of thanks.Sweet,biscuit .savoury and tea were served to participants.Thanking you.S.Sundarakrishnan Dist Secretary
National Pension Adalat Discussion.In addition to the points mentioned earlier the following Highlight  points are  insisted by.Com.D.Gopalakrishnan in the Adalat during discussion.
1.He insisted for a minimum pension of 9000 from 1/1/16 since rule 49(2) was amended from that date and BSNL IDA pensioners are covered under CCS(pension) rules 1972.
2.He also brought the issue of Mrs Latha kalyana krishnan of CBE for enhanced gratuity of 20 lakhs even though she retired voluntarily on 1/1/2016 since Rule 5(2) was dropped weg 1/1/1996.
It was agreed to consider  by Pr.CCA.
