                Snail's Pace

                                             Prime Minister asks all to be quick.  His statements give some hope.
But, Bureaucracy has not changed.  It moves  with snail's pace only
It is more than 40 days now that the Department of Telecom sent a detailed reply to Department of Expenditure (Finance Ministry) on 78.2% IDA benefit for pensioners.
DOE has not yet taken a definite decision on the issue.
